A sandbox for e-service prototyping and public sector digital transformation in Benin.
The Beninnovation project supports the Government of Benin’s efforts to modernize its public administration through scalable digital services. At its core is an e-government sandbox: a low-code development environment and governance toolkit that accelerates service design across ministries. Developed by Speedykom and GIZ, the sandbox helps break silos, reduce duplication, and create citizen-centric services aligned with international standards.
Benin’s ministries worked independently to digitize services, often rebuilding the same backend systems and interfaces. This led to inefficiency, high costs, and lack of cohesion. The country needed a standardized, reusable framework to coordinate e-government development and empower local digital teams.
